867-3381. submitted an air quality permit application to the New Mexico Environment Department (NMED) for an air quality permit to construct an aggregate crushing and screening plant. The application file has been assigned the Permit No. 900. The apolcant Is proposing to locate the facilitin Lincoln County.

The proposed construction will consist of a crusheer, screen and associated equpment (conveyor belts, generator, water pumps, etc.) Maximum air pollutant emissions to the atomsphere are estimated to be about 2.31 pounds per hour of total suspended particulates (TSP) (2.22 tons per year) and 1 .74 pounds per hour of particulates (PM-10) (1.67 tons per year). The NMED has conducted a preliminary review of the information submitted with the permit application. This review evaluated the estimated emission rates and the air quality modeling analysi to determine compliance with ambient air standards. The preliminary review indicates that the facility will meet the ambient air standards for TSP and PM-10. The air quality modeling analysis indicates maximum ambient concentrations from this facility, including background concentrations or adjacent facility emissions as applicable, as applicable, are estimated to be 98 of the 24-hour NMAAQ standard for TSP, 78 of the annual NAAQ standard for TSP, 42 of the annual NAAQ standard for PM-10, and 54 of the 24-hr NAAQ standard for PM-10.

The NMEID has made a preliminary determination that this plant will comply with the requirements of Air Quality Control Regulations 201 700, 702, 703.1, and 750, the New Mexico Air Quality Control Act. Therefore, the preliminary intent of NMEID is to issue the air quality permit on or before May 22, 1991.
